A section priced as a declared lump sum counts as priced; only silent gaps are added. On every item with at least three prices, each rate is checked against the median of the other bids, and a rate far from it is flagged with its ratio, for example at 0.31 times the median, so a suspiciously low number is questioned before it is accepted.
