Levelling puts every bid on the same scope
A subcontractor who leaves an item unpriced is not cheaper, only incomplete, and a side-by-side view cannot tell the difference. VEXORS counts what each bidder left out and prices it back in at your estimate or the median of the other bids, so every total covers the same scope. A section priced as a declared lump sum counts as priced; only a silent gap is added. In the worked example, the lowest bid as submitted is 41% under the estimate and ends last once its 38 unpriced items are priced back in, which a raw comparison would never have shown.
